how do you turn off snap in Powerpoint?

I am trying to adjust a scan to be straight on a powerpoint presentation.
When I try to free rotate it appears to snap to a hidden grid. I need a .25
or .5 degree rotation not a full degree.I have the grids, guides and snap
turned off on the dialog box, but it still appears to snap to a hidden grid
or guide.
 
On the Draw toolbar, select Grids and Guides, and remove any checkmarks from the
Snap to options.
