How do you modify a menu bar in Access 2007?

When the database was in Access XP version I had a menu bar to select various
forms, reports, macros to open. In Access 2007 my menu bar appears on the
Add-In tab of the ribbon but I have not figured out how to modify the menu
bar in 2007. I tried Access 2007 on-line help with no sucess.
