How do you make the horiz. line permanent in reply messages?

In HTML a horizontal line appears in the "insert" when creating, forwarding,
and replying to messages. How do you make that line permanent so that
everytime you reply it appears, this line separates correspondences and is
helpful. Thank you.

Outlook always creates replies in the same format as the original message.
So, if someone sends you a Plain Text or Rich Text message, your reply will
use hat same format and HTML will not be available unless you click
Format>HTML yourself.
