Does anyone know why spellcheck does not work in the city blueprint font?
How can it be fixed? Thanks for your time on this question!

Most likely it is flagged as a "symbol" font.

How do you unflag it?

You'd need to use a font editor.

Is there a font editor in Office 2003? If not, can you tell me where to get
one? Thanks again for your time!

Font editors such as Fontographer are commercial software and generally not
cheap, and editing fonts is not trivial.
