How do you delete a file with no extension

How do you delete a file that has the period (.) at the end of it but no
actual file extension? I've tried the method where you shut down
explorer.exe and use the command prompt to delete but the file did not show
up there either.
 
If you mean a filename with a trailing period, have a look at this...
