How do you change untitled message from web layout to normal?

When I create a new message in Outlook 2003, it goes to Web view. I want to
have it open in Normal view. Word 2003 is my email editor.
 
On my system, I got this to work by opening a new email message, changing
the view from Web to Normal, then closing the message; subsequent new
messages all start in Normal view.

I tried that and it just brings the message back to the Web layout. I also
tried renaming email.dot. New messages are still showing as Web layout. Any
other suggestions?
