We use a payroll system which uses Outlook and when payslips are emailed
this question is asked each time a payslip is sent via email.

Is there a facility where we do not have to answer this question each time,
in other words email automatically?

The email security features contained in Outlook 2002 SP3 and above add
additional actions to the list of those that are affected by the security
features. Antivirus and antispam add-ins are a common cause although others
are affected by the changes as well (Adobe Acrobat's Outlook addin called
PDFMaker is a very common one). As a result, one of your add-ins or programs
that access your Outlook Address Book needs to be updated to the latest
version. Many add-ins were updated following the release of Outlook 2003 and
should work with SP3. If not you'll need to contact the vendor for a newer
version.

http://www.slipstick.com/outlook/ol2002sp3.htm#problems has a list of
applications known to trigger the security prompt.
