How do U nail a text frame to a page.

I'm creating a template file.

how do I condition a text frame to be placed in a
static position so that the only control a user has is to
change the text and not where it's frame is placed on a
page?

Word basically doesn't support this. If you can use document
protection, then it would be possible to use a FRAME (from
the forms toolbar), containing a form field.

If you want to discuss the topic further, you'll need to tell
us which version of Word will be used.
