the following are displayed on the start menu

Internet ........... white color
Internet Explorer ............ white color, but faint

Mail .............white color
Outlook Express ............white color, but faint

when you pass the arrow over either one (internet or mail), the color that
is faint, then
shows up white.
 
Depends on the programming language but this should give you some idea.

They integrate Internet Explorer browser with the operating system,
thereby providing the pretty bloat you ask about and making the OS
inherently insecure and bug-ridden. Reassuring thought, eh?
