How do I view footnotes in my document text?

I know that when you rest the pointer over the note reference mark, the note
text should appear in a Screen Tip box above the mark. However, when I rest
my pointer over the note reference mark in my Word docs, nothing happens. I
get no Screen Tip box and no note text appearing therein. Is there something
I need to change, fix or modify in Word 2003 so I can see the note text when
I want? Thanks for any help you can provide.
 
On the View tab of Tools | Options, make sure you have "ScreenTips" checked.
If you still don't see footnotes on hover, it could be you're experiencing a
bug that is supposed to have been fixed. Turning the Document Map on and
back off should fix it. You have to do this once for each document each time
you open it.

Perusing the many threads on this subject (too many) I see that you offered
the same work around (i.e. turning the document map on and off again, per
document, per session). I have been experiencing this same issue with both
2002 (Xp) and 2003 and have found your/Microsoft's workaround to remedy this
problem, albeit only until I open the document again.

Tell me, is there/was there a patch issued for this problem and, if so, do
you know where can I find / download it ?
