how do I uninstall older copy of Windows XP (and other questions)

My XP got all messed up, so I reinstalled to another drive because there
were still files in the older documents and settings I needed to get. How do
I go about properly getting rid of the older install?

Also, where are the files I need to get so I can transfer old mail messages
from Outlook Express?

I can no longer find start>programs>accessories>administrative tools (I
think thats what its called). The folder with links to disk management and
services and so on. I'm on the main admin account. How do I get to it?

And my new XP install is on a secondary slave hard drive. Is that bad in any
way?

Delete the folder Windows in the drive where the XP you want to get
rid of is. Then go to Start > Run > msconfig
boot.ini tab and click 'Check all paths.'
Click accept

Look for files named *.dbx in your old drive.

You can access the policy editor by Start > Run > gpedit.msc
and the disk manager by Start > Run > diskmgmt.msc
