How do I trouble shoot table relationships in Access?

I am trying to set up a database that uses 15 tables, all containing similar
information. The only difference between the tables is what each table is
used for. I can not get the relationships to work between the tables. I
have verified that the data types are the same, and tried using both a
primary key in the main table and no primary key at all.
 
Based on the information provided, I would STRONGLY suggest that you
reevaluate your database design. If the information is similar, it
should all be in 1 table. How the information is extracted, processed
and reported is a matter for forms, queries and reports.
 
Thanks for the advice. The reason I have so many tables is because this
database is for a security department. Each table represents a type of
incident we might respond to. What I am trying to do is set it up so that by
opening a form for a certain incident, there is minimal data entry involved,
but the pertinent info is saved. Does this help explain what I'm trying to
do?
