How do I take over Windows XP Home?

My network consist of PCs running both the XP Pro and XP Hom. It's a simple
network with a single workgroup. I dont intend using a DC (domain
controller). I have complete control of all PCs running XP Pro, using group
policy (gpedit.msc) and Windows Registry (regedit.exe). Now, I cant control
XP Hom. I tried using registry but everything seem frustrating. I cant
disable changing wallpaper, internet security settings etc. Worst, even
Guests can change the registry settings. Is that how XP Hom was built? Can
anyone help?
