How do I stop Windows from Automatically changing text case

This only happens on a PC I recently set up, my other ones are fine.

When saving files (this happens with any application I install)

If I hold down shift and type "AAA", it comes out "Aaa". Really
Annoying.

How do I stop this?

Replace keyboard?

It is not a keyboard issue! XP, by default, will only capitalise the first
character for most filenames.
