How do I stop the apostrophe turning into a comma intermittently?

I am typing a list with the dates as '96, but intermittently the apostrophe
changes to a comma.

That would most likely be AutoFormat as you type, the "smart quotes" option.
To tell you exactly where to find this, we'd have to know the version of Word
involved; but I can tell you it would be somewhere in the Tools menu.
