How do I stop programs from starting during boot-up?

START
RUN
MSCONFIG

SELECT 'STARTUP'

Deselect whatever you DO NOT want to start, then apply.
Changes will apply on your next reboot.

starting everytime I boot-up. Every user account is have
the same program start.

Dont you just want to pull what's left of your hair out when you do that
and they keep coming back like a persistant cold?
