how do i stop outlook from sending emal

i keep getting a popup message from symantec that "your email message cant be
sent..." I'm not sending anything. It seems that outlook might be sending
many emails without me knowing. Any suggestions?
Another popup says "scanning outgoing message"...i'm not sending anything?
