how do i start a new line

my word 2003 will not move the cursor to the next line when i hit ENTER what
has happened?
 
If you are typing into a table cell or text box that has an exact height set,
then pressing the Enter key does start a new line, but you might not be able
to see it. If you are typing into a form field, try pressing Shift+Enter
instead of just Enter.
