how do i start a header on the fourth?

I would like to start my header on the 4th page - I have a cover page and 2
pages that are table of contents and do not want header to start on these
pages. Any suggestions?

article talks about inserting page numbers, but you can insert any
header or footer you want using the same basic method... insert a
next-page section break at the bottom of the third page, turn off "same
as previous" in the header and footer of section 2 (which will start on
page 4), and create the header you want in section 2.
 
Either follow the numbering front matter suggestion or use a conditional
header. Take a look at
