How do I shut down comp from desktop?

How do I shut down the computer fully from the desktop -
for instance I know to go into the start menu and
click 'shut down' but my computer will then say "It is
now safe to turn off your computer" and I have to
manually press the power button on the tower.

Can someone help me to configure the machine to shut down
fully without having to press the power button?

If your bios is totally compatible you should be able to shutdown by Start | Settings | Control Panel | Display | Screen Saver |
Power... | APM | check Enable Advanced...
