how do i set up outlook through an ISP? what information do I nee.

I am trying to set up Outlook through my ISP. The e-mail account I want to
receive and send e-mail is Yahoo.
I have been unable to set up Outlook.
I would appricate any help anyone could help me with.

P.S. My ISP is my local phone company
 
I do have a POP3 account. I now get an error message:
sent e-mail message: the specified server was found, but there was no
response from the server. Please verify post & SSL information is correct.
I have tried everthing I know but still get the error message. Of course I
really do not know what i am doing. new to this.
please help.
