How do I set the default color and thickness of a text box?

Yes
If you draw a text box in Word 2003, select the text box, select format then
you can choose border color and thickness amongst others.

I wish to set up a default option of Blue border, Thickness 3pts and 100%
transparency

Format | Text Box. On the Colors and Lines tab, choose the desired color,
weight, and style for the line (border).
