How do I set permissions for network computers?

I am the administrator on my computer and I can't figure
out how to set permissions for my other computer that is
on my network. When I get to the security options of the
folder, I can set permissions for users on my computer,
not other computers. When I try and change the location
for where the computer/user is located I don't see it. I
only see my computer, not any other computers.
How do I fix this?

The short of it is, you need to be running XP Pro and
have a Domain Server which acts as a central place to
store all the user accounts.

As a way around this, you have to set up identical
accounts on each computer running xp. Then when they
access the share, the pc authenticates as itself. IE
both user accounts need to be stored locally on each
computer.

You can't. You are not in Workgroup not in domain. You can create username
on your e.g. PC1 named e.g. User1 and then use this to connect from PC2 to
PC1...
