how do I set and rescrict changing of desktop .

How do I rescrict in admin mode the changing of desktop pic and to
freeze the taskbar.Too many people use and change. I want to set it so
no changes take effect.
As an example,one user likes taskbar on the side,the other likes it on
top.I want a uniform desktop and taskbar for all users.
 
When you are following up on an earlier post keep all replies in the same
thread.

Composing a New Message

To compose a new message, click the New Post button in the lower-right
frame. In
the window that appears, a form will allow you to compose a new message with
fields
for the sender's name, sender's e-mail, subject, and body. By default, the
currently
selected newsgroup will appear in the Newsgroups field. You can also attach
a file to
your new message. Once you have filled out the message fields and clicked
the Send
link, your message will be processed and posted to the newsgroup.

Composing a Reply

You can reply to individual messages by clicking the Post Reply button in
the lower-
right frame. In the new message window, a form will allow you to compose a
reply
with fields for the sender's name, sender's e-mail, subject (already filled
in), and body.
You can also attach a file to your new message and quote the original
message. Once
you have filled out the message fields and clicked the Send link, your
message will be
processed and posted.

It was a 2 part question. I thought to seperate from main problem.

It depends on whether you have XP Pro, Home and whether this is a
standalone/workgroup computer or a member of a domain. I'm going to
assume your machine is not a member of a domain.

For XP Pro, use the Group Policy Editor to manage your users'
environments. For questions about the Group Policy Editor, post here:
microsoft.public.windows.group_policy

For XP Home, look at Doug Knox's Security Console or the MS Shared
Computer Toolkit:

Thanks I remember the Group policy editor.I will look into that on the
win XP Pro this week. I will report back on results.
