How do I send the same message to different recipients periodicall

I have a set e-mail I need to send to clients at different times, changing
only the name of the recipient in the body of the e-mail and 1 of 2 attached
files. Is there a way to save the message such that I can open it up, make
the necessary changes, and send it? If I save the message as a draft, it
doesn't remain saved after I send it. I'd like to be able to associate
specific attachments with the message as well.

Forward the draft instead. Then it will also remain in the Drafts folder.
 
1) Create your "message template(s)" in your drafts folder with files
attached as necessary.
2) Drag the message to your desktop (or anywhere on your harddrive) with no
"To" address specified.

Now when you double click on that message, Outlook will open a copy of it,
allow you to send it to the appropriate persons leaving the one on your
desktop unmodified.
