How do I send email without Outlook running?

I used to use Outlook Express. When I would compose a message or right-click
and send a file without OE running it would process and send the message.
Now I am using Outlook 2003 and it will not send my mail until I start the
application. I see my messages sitting in the outbox and they are then
processed along with my regular send/receive on startup. How do I get them
to send immediately when Outlook isn't running?

You don't. Outlook doesn't work the same way Outlook Express does.
