I want to send a message to my neighborhood (i.e. a distribution list)
without *displaying* all the names & addresses. I've received emails like
that, but I haven't figured out how it's done. Is it possible to do with
Outlook? If so, please tell me how.

Use the BCC box to enter in your distribution list name. BCC stands for
Blind Carbon Copy and the receiver will only see your name, not any of the
other recipients

Thanks for the advice there... is there a way where it displays the name of
the list, eg Area Managers whilst still using the BCC for the individuals as
I would like still see something in the TO: field, tia

No. There is a workaround you can use to do that if you want. It has mixed
results at best. This MS KB article may help:
