how do I select any picture editor other than Word?

To select a picture editor for Word, I select Tools/Options/Edit. There is a
menu to select a picture editor, but the only option in it is Word.

Can I use anything else as a picture editor?
 
The only other possible option is Microsoft Photo Editor, which is available
only in some versions of Word. No other editor will ever be listed, not even
ones created by Microsoft (so it's not discrimination on Microsoft's part).
You can use any picture editor you like, but not inside Word.
