How do I retreive permanently deleted messages?

I have tried the following steps to retreive my permanetly deleted data and
it did not work. Can you please help me?

Exit Outlook.
Open the Windows registry editor.
Browse to My
Computer\HKEY_LOCAL_MACHINE\Software\Microsoft\Exchange\Client\Options.
On the Edit menu, point to New, and then click DWORD Value.
Type the name DumpsterAlwaysOn.
Note Do not type any spaces in the name.

Set the DWORD value to 1.
Restart Outlook.
The Tools menu now has the Recover Deleted Items command for every Outlook
folder.
 
That option only works when you connect to an Exchange server AND when your
admin has E-mail Recovery enabled on the server AND only for mail that you
delete after enabling the registry key.

If you indeed connect to an Exchange server contact your administrator about
possibilities for restoring from backup.
