How do I restore my "Start" Icon and menu?

I thought I knew a little about computers, now I know how little.

I have many problems, but I must start somewhere...I no longer have a
"Start" icon in the bottom left hand on my screen, nor a menu.

How do I restore that, so that I can attempt to restore my computer to a
working machine?

Mine is a long story, but I am running Win XP Home Ed., on a Toshiba laptop
Satellite 5005 S504. This latest situation is the result of my attempt to
remove SP2, but had to re-boot when my computer froze. Must have corrupted
some files.

I really need help.
 
The easy try would be a System Restore - but as "I thought I knew a little
about computers" you probably have done that already.

Just a thought!

Start, Control Panel, Taskbar and Start Menu, Taskbar tab -check that
Auto hide Task Bar has NOT been selected!

As I explained, I do not have a "Start" icon (and therefore no "start"
capability), so I cannot open control panel, nor go to system restore.
