How do I reply to an email stating that I reject it?

I am receiving emails from a former co-worker that I would like to know if
there is a way in Outlook to respond to with a "REJECTION" method as such so
that this person will stop emailing/stalking me via email. I have blocked
him in Outlook but his emails still get thru to my web mail. He works in IT
so I suppose he knows ways around this but I'd like to know if there is
something else I can do in Outlook to reply with a rejection or something to
try and get the point across since he doesn't know he's been blocked. I'm
annoyed at seeing his name and emails.

The best approach is to ignore him and add his name address to your
Blocked/Junk list. The more addresses he uses then the more you add to Junk.
If you want you can create rule to Reply using specific template as an
automated response but that often only encourages more abuse.

along with bill's suggestions, if you haven't already, reply to him once and
tell him to stop contacting you. if he continues, contact the police and
report him for stalking you, If he sends from his work account (check the
sending ip to see if he's sending from work), contact his employer and tell
them he's harassing you using their network.
