You don't. The error relates to the end of WebDAV support by Hotmail on
Sept. 1, 2009. Alas, you did not post which version of Outlook you are
using. For Outlook 2003 and Outlook 2007:

http://office.microsoft.com/en-us/outlook/HA102225181033.aspx

Download is free. I am not an Outlook user, so I can't help with the setup.
For older versions of Outlook:

Please note that POP3 is not a "synchronizing" protocol, it only downloads
email from the Inbox (and deletes it from the server unless you tell Outlook
different). If you need folder synchronization, you either need to upgrade
Outlook to a version which works with the Office Outlook Connector, or you
can download, and install:

Try this link, instead:

Works ten thousand times better than the web view you are trying to use.

I do not use any version of MS Outlook. I only know where to point Outlook
users to specific instructions concerning the changes at Windows Live based
on the notices I have received from the Windows Live team. You will need
some expert advice from an Outlook 2003 who has successfully set up the
Outlook Connector; if you can't find articles previously posted on the
subject in the article list for this news group (it is not a web forum!)
