It's in the Accessibility group ("Ease of Access" in Vista) under
Accessories in the Start > All programs menu of Windows. Maybe on your
computer it's been assigned to a keyboard shortcut that you
inadvertently pressed.
Search for "magnifier" in Windows Help and Support to find a number of Help
topics. I don't see any simple shortcut key for turning the Magnifier on, so
I'm not sure how you could have done it inadvertently.
