So is this for an IMAP e-mail account? That is a critical piece of
information.
Deleting a message (local copy) when using IMAP only *marks* that item
as deleted (i.e., its status gets changed). It is still back on the
IMAP server. Delete-marked messages are not removed from the IMAP
server until you do a Purge. In Outlook Express, changing to a
different folder (i.e., away from the Inbox) will automatically purge
the delete-marked messages but Outlook requires manual intervention (you
must do the Purge, so customize the toolbar to include Purge Deleted
Messages). See

With IMAP folders, you can restore messages that have been marked for
deletion. Deleted messages have a line through them. You can also
permanently remove deleted messages. When you remove deleted messages,
they are deleted from the server and cannot be restored. Removing
messages is similar to emptying the Recycle Bin on your Microsoft
Windows desktop.
Restore deleted items:
1. Select the deleted message.
2. On the Edit menu, click Undelete.
To quickly see all your messages that are marked for deletion, on the
View menu, point to Current View and then click Group messages marked
for deletion.
Remove deleted items:
On the Edit menu, click Purge Deleted Messages.
