I created a database with an old version of ms works
(version 4.5 maybe, I don't know for sure) and saved it
to disk. My computer died. I bought a new computer with
Microsoft XP and it does not have ms works at all. (It
does have Quatro Pro.) How can I open my old database
and continue to add data?

Buy MS Works?

Visit the nearest welding shop. They can create one for you, using a torch,
in a matter of minutes. Of course, you will need to stock up on sheet
plastic and duct tape, for when it rains. (chiding)

JAX

You can try opening your Quattro Pro and then using the
"open" command to select the WORKS file and if QP has a
converter built-in, it will open. If it doesn't you can see
if QP has any converters available. If not, you can buy MS
WORKS SUITE (just saw Sunday ads for $58) and that includes
WORD.

You can buy WORKS 7 for about the same regular retail price.

If you have the original MS WORKS install disks you van try
to install them on the XP machine.
