How do I open links within e-mails?

About 2 months ago I clicked on a link within an email and the following
message appeared:
"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."
The problem is still there and it is very inconvenient because it is not
possible to open any link within an email. I know at the root of the problem
is that I am, by default, the administrator and I don't have a clue what to
do.
Any help would be greatly appreciated.
