How do I open a hotmail account through outlook?

I already tried to open an already existing hotmail account in outlook the
way the website says to, but when outlook opened, there was nothing in the
inbox and messages could not be sent.

Hotmail no longer supports Outlook/Outlook Express access to free Hotmail
accounts.
