how do I open a backed up outlook addrees file with an .pst and ..

I backed up files on a CD, from my Outlook Express and I can not open it
with explorer. The files have a pst and pab extension
 
The *.pst file is an outlook data file, not outlook express. Can only be
opened, when installed on hd, with read only flag off, with Outlook.
 
I had tried to open the emails with a program I downloaded from Microsoft
before asking this question. I have installed to hd in my documents but I
can not open it. I get a error msg that I have to type Command/? somewhere
but it does not give me a place to enter the command/? The program was a
microsoft converter program for MS office

OE does not use PST files - it uses .dbx files. Outlook uses PST files. PAB
files indicate you are using Outlook (although this is an old old old thing
and is not needed in OL2000 and up).

Copy the files to your hard drive and remove the read-only attribute - then
you can open the PST file in Outlook. If you need data in your PAB file,
you'll need to add the PAB service to your profile & specify that file. I
suggest you import the PAB items to your OL contacts folder unless you are
using a pre-OL2000 version. In that case, I seriously suggest you upgrade as
OL2000 and prior versions are no longer supported.

Not sure what that is. All I can say is that you need Outlook.
