How do I move e-mails to a folder?

Outlook Express lets you click and drag to a folder. Outlook is not letting
me do that.
 
if you open the email and at the top on your toolbar there is an option
button to move to a folder click on that and it will ask you where you want
to place or you can also re-name the folder
