How do I move data from Outlook 2000 to Outlook 2003

I have tried to move my Outlook 2000 data to my new computer by exporting to
a .pst file, moving the file to the new computer and then importing into
Outlook 2003. It does not work. How can I accomplish this?

Copy the .pst file onto the new computer's hard drive and remove the "Read
Only" attribute from the file. Then, open Outlook 2003, click on the File
menu > Open > Outlook Data File.
