How do I move a selected picture when it's locked in place?

The picture is selected. There isn't any text on the page. Cclicking &
dragging is not working to move the picture. How do I unlock the picture so
it can be moved?
Windows XP
 
Change the wrapping from In Line with Text to any other type.
