How do i mount a drive to bootable(C:\) drive?

*How do i mount a drive to bootable(C:\) drive?
-i bought my PEHD(Personal External Hard Drive) about a month ago. It's
USB-powered and no problem storing my data for backup. Anyway, i just felt
something really afraid about someone accessing my data. i tested with my old
computer's hard drive and as long as the both drives are C:\ and has OS with
it, there was no way to access the other drive except to boot the drive.

This means if i install Windows XP, unless some nerd finds my PEHD in the
back of the computer and format it, my data will be safe and "hidden". i have
tried to format and assign the letter of my PEHD to C:\, but it didn't work
that way. Any help is appreciated. Thank you very much for reading.

No Microsoft Windows OS is designed to boot from and external device.

As Bruce says, you cannot boot Windows from an external device, if
that's what you are trying to do. But, I find your intentions somewhat
unclear.

A drive is a drive - it is not C:\ or D:\, or anything, until it is
attached to an OS, at which time a drive letter is assigned. And you
cannot have two drives with the same letter at the same time on the
same OS.
