How do I make an image smaller to attach to an email?

I used to be able to right click on an image and choose send. I was then
given an option of making all attahced images smaller. This option has now
disappeared. How do I get this option it back?
 
I don't believe this was a function of outlook but rather a function of
windows. Microsoft has a file for this in the technical support database.

It gives instructions on how to correct a corrupted file that is causing
this to not appear.


I think you would also benefit from downloading power toys

of the programs is an image resizer which can also be accessed by right
clicking on the picture. This is a little more user customizable.
