How do I make a draw for a 28 team day tournament (bowls)?

I am organising a bowls tournament for 28 teams across 2 greens of 7 rinks
each. Can someone offer help? Thanks!
 
Hi Bowls Tour,

I would adjust it to the 32-16-8-4-2 system by putting your 28 teams
into a barrel along with 4 byes.
Then just draw the names one by one.
1 plays 2
3 plays 4
5 plays 6
7 plays bye
etc.
etc.
Four teams will get a bye straight to the second round.

Then just let the rinks adjust themselves automatically.
The first 7 games are played on rinks 1 to 7
game 8 is played on the next available rink i.e.
whoever finishes first and so on.
