How do I make a desktop shortcut to a ...

personal folder I have created in my Outlook as a place to route mail
to. When I do this I get a message saying it is not allowed with this
type of file.

You can't place on your desktop a shortcut to an Outlook folder. It's not a
Windows file system object and so can't be referenced by the file system.
 
This works in Outlook 2003 and I believe it worked in earlier versions as
well (but I don't have any old versions running here to test with). Restore
your Outlook window so you can see the desktop, then with the Folder List
showing, right-click the root folder of your .PST file and drag it to the
desktop. Release the mouse button and choose Copy from the context menu.
You'll get a desktop shortcut which will open Outlook to that root folder
when you double-click it.

You can also drag indivdual folder shortcuts that way, but when I tried to
double-click those without Outlook running I got an "Operation Failed" error,
so Outlook would have to be running for that to work.

Ok, here is what I want to do: I want to be able to quickly hop into a
personal file from my desktop shortcut of an Outlook personal file and
review/revise files in tha folder -- all without opening Outlook.
Hopefully he will post back and elaborate...

OK, thanks for clarifying. Unfortunately, as Brian said, you can't do what
you want -- only Outlook can open .PST files without corrupting them. Sorry.
