How do I make a border 1.7cm from the edge of the page?

Go to Format > Borders and Shading and click on the page borders tab.
Select the border style you require.
Then click on the Options button to set the distance. The default
measurement appears is points. Your border can be a maximum of 31pts from the
edge of the page.

If this isn't sufficient, you could try creating a single cell table on your
page instead, and inserting the text into the cell.

As Genine points out, the most you can get with a page border if you set the
distance "From edge of page" is 31 points, which is only about 1.09 cm. To
get 1.7 cm, you would have to set the distance as "From text," which really
means "From margins," and set the margins accordingly. If this doesn't work
for you, View | Header and Footer and draw a rectangle anchored to the
header (so that it will appear on every page). Format it to the correct size
and position.
