How Do I Make a Bootable Start-Up CD in XP?

The only place I know where to find this functionality is to
right-click on the A drive and select 'startup disc' (I think), but I
don't have a floppy drive, so how do I generate those same files to
burn to a CD?

make not only a boot CD but one with many nice utility programs included
with it.
