How do I make a boot floppy?

I need to flash my BIOS to a new revision - I have done this before
however I need to create a boot floppy that I also copy the flash
utility to and run it from a DOS command when I have booted of it

however format a:/s doesn't work
and the copy of a similar disk on my HD (from last time) says non system
disk or non bootable

what do i need on a disk to get it to boot?

floppy in drive A:
My Computer
right click A:
select format
select create an MSDOS startup disk

pop a blank into the drive and open My Computer. Right click the floppy
drive icon and select Format. The option is there to create a bootable
floppy.
 
Open "My Computer" and right click your A: drive. Choose Format then check
the box that says "Create an MS-DOS startup disk". This is a basic boot
disk with no cdrom drivers.
