How do I lock Bios?

ok, the collective of this house have a problem of select members being untrustworthy on the computer. He tends to click ok on every window that pops up even if it says "DL this and you will ruin the computer
So in order ot keep him and the others who can't be trusted off the comp with the net we want to lock our bios like a friend did. But he refuses to tell as he is one who will be banned from the comp
So, how do we lock the Bios so that they can't get onto the comp just like we're not allowed on his
We have Windows XP.
 
Go into the BIOS and add a password. Then don't tell all those screwing with
your system.

Which is totally useless, as unplugging the bios and
putting it back clears the password. Your problem child
will know this. Instead, setup accounts with username and
password and dont give him access at all.

Well if he clears to Bios PW we will know and if he keeps it up we will actually kick him out of the house.
 
To clear the BIOS he would have to remove the computer case cover and that
can be welded on.
