How do I load system tools from previous versions of
Windows? Like compression agent and drivespace.

Neither of these tools are supported or required.
Windows XP on a NTFS formatted drive has it's own built in compression
capabilities.

If you question is directed because you have drives or media that are
compressed using these older tolls then you must decompress on a machine
that supports them (like a Windows 9x machine) and then transfer the data to
your Windows XP system.
